Yes- I have a fog light mounted on the left side rear bumper , wired to the reverse light circuit. I also have a third brake light which is a light bar from a Jetta lll. It just sits there in the rear shelf of the Westy. I can see very well at night backing up. I would advise against changing the back-up lights to rear fogs. Though you have seen people driving with the back-up lights on- this is illegal in most states to change or alter the color of the federally mandated lighting codes. I got word of this when I was 17. I had something other than amber for a broken turn signal lense. Or was that the real reason? Or it could be just that cop. Or just that place. Or just that space. Spatial profiling? A non-Vanagon owner told me that they did'nt like the Vanagon because the front looks like the rear. There it is! Drive in reverse with the reverse foglights and they wont know the difference!
