James, I had this problem on one of my customer's vans. First you need to set the "Basic Setting" and timing via a 1552 tool or emulator. I have these for rent if you need one. Rent is $75 for 10 days and a $100 deposit. If that doesn't clear up the problem then it could be your fuel pressure or injectors. The customer had a similar problem and it was finally resolved when we went to 1.8l Jetta injectors, fuel pressure regulator and A2 fuel rail. I have these together in a kit form for $278.60. It includes new Bosch injectors, new Bosch Fuel pressure regulator (higher psi than the waterboxer regulator, but stock for the Jetta engine), a new plastic fuel rail (VW) and clips for the injectors. Why put old injectors or fuel pressure regulator on a new engine? Why put Waterboxer parts on a Jetta type engine. Put these on your Tiico and have all new and all correct. Just FYI.

I have recently had a TiiCo engine put into my 90 Vanagon GL. It has quite a problem with hesitating and stalling when the engine is cold. I have to drive 10-15 minutes for this to really stop being a problem. If it is performing so poorly now in the summer I expect that I won't be able to drive it in the winter.

I was told by a mechanic that there is a place on the engine for a "preheat intake" - something which would help atomize the fuel when the engine is cold. He said that there was a place for something like this but nothing was actually hooked up on my engine. Does anyone know anything about this ? Or any other suggestions which would help alleviate the hesitation/choking at cold temps and low gears that I'm experiencing ?
