Andy,

It sounds (no pun intended) that the inside of your catalytic converter might
be coming apart and pieces are flying about in there. Maybe the pieces get
wedged and clog your exhaust as they try to come out. That would explain the
loss of power and the lack of noise once you jack-up the RPM's. It's
anybody's guess right now until you eliminate some of the possibilities.
