One thing comes to mind. Check the freedom of flow of the fuel return
line. One fuel line from the pressure reg returns excess pressure (fuel)
to the tank. Disconnect that line from the reg, attach a couple foot
piece of hose to the reg and put the other end in a gas can. Then check
the pressure to see if it is now stable. If it changes at all there must
be a restriction in the return system.
