Thanks to Sean for being the big winner on Vanagon Jeopardy! My sister checked her coolant as he suggested and BINGO - oil in the coolant. She is getting it taken care of and she is very appreciative. Thanks to Sean and everyone who responded.

Check your sister's coolant reservior. If the coolant looks "muddy" (like oil got into it) then she might have had her oil cooler fail. The TiiCo's (as well as most 2.1L WBX) use an oil cooler that has engine coolant going through it to cool the oil down. It's that 2 or 3 inch thick "box" that the oil filter screws onto that has 2 coolant lines coming off it.
