FYI:

I am planning to install an early 90's 1.9TD with Audi Intercooler in my 87 Syncro GL and brew my own bio-diesel. I checked with the CA Dept of Motor Vehicles as well as the Bureau of Automotive Repair recently to get more info. 1.9TD's are the cheapest alternative to the 1.9TDI, easier to work on but are hard to find in the States, though not so hard to find in Canada. From what they've told me, it doesn't matter where the donor car is from as long as it's a diesel. Make sure the vehicle has a current smog cert. and registration before doing the conversion.

However, don't take my word for it. Call them your self to hear it from the horses mouth. It's always possible for the interpretations of the laws to change from one place to another.
