I'm sure you realize the 13mm bolt is only there to keep the drum in place until the wheel's bolted up. It's really the lugs that hold it in place. In fact, there are some people who never bother to put the 13mm bolt back in. Most modern cars with drum brakes use that design, because it's a real pain in the ass to remove an axle nut just to do a brake job!
