Turns out it WAS a bad ground.  I cleaned em once
(half assed apparently) with a toothbrush cause I lost
my wire brush.  So after a new headlight switch and
cleaning all the high beam contacts (that was a
challenge to put back together) didnt work, I went out
and got a new wire brush and cleaned the hell out of
the grounds - viola - there was light!
