I've been using a water-proof rafting bag from REI (www.rei.com) for several years now up top in my luggage rack. The nice thing is that you can use it full size or roll it smaller as needed. Use it for tow rope, jumper cables, chains in winter, flares, gas can--all that stuff that no one's gonna steal in most cases and that you don't necessarily want crowding your interior.
