No problem. Just power the foglight relay from the low beam wire. Then they will come on when the low beams are on. Since you will want them switchable, put a switch in this line ahead of the relay. Switch on, and the fogs come on when the low beams are on. Switch off, and fogs never come on. Sounds like your VW is an argument in favor of inspections.
