Did they start with a vacuum on the tank or with air/atmospheric pressure in the tank? After having our tank rebuilt (sandblasted/coated, etc.) the propane co. pulled a vacuum on it for 15 minutes or so to remove air, and any moisture in the system. It took 2.95 gallons to fill the first time.
