If this van is new to you, remove the points. Be sure that the screw
holding them down is only about 1/4" long or shorter. Set your timing to
7.5 degrees and see if you have vacuum at the canister on the
distributor.
What you're describing can sometimes be attributed to leaking valve
seats, about to drop out.
If possible run a compression check (never remove a spark plug from a hot
aluminum head.)
