I use Rand McNally Tripmaker 2000 to plan both
business and personal trips, I got it off of ebaY for
around $10.00. My version was labeled "MOPAR" and
included a large printed atlas of North America. I
don't use mine with a GPS but it does provide an
interfacing option.

My version (and the newer version) allows you to
create budgets for trips, insert actual values
during/after the trip, choose scenic, shortest or
fastest routing per segment, and one of my favorite
options, finding attractions, lodging, dining etc...
nearby your travel route, stopovers or destinations.
Another great feature is "RoadSense" which will show
and attempt to route you around construction and known
traffic delays. You need to connect to the internet to
download the latest RoadSense info, and I found it
very accurate.
I run the software on my laptop and refer when I need
it, its a lot like having MapQuest access while not
connected to the internet. I use the actual cost
information on business trips and save it for tax and
expense purposes.
