Sure...

Square D makes DPDT relays in 12v. Just add in another relay the opens the circuit when the high beams are lit.

Square D stuff will be available from your local electrician's supply house. It's in their Industrial Controls catalog. I suspect that McMaster-Carr or MSC will also have them. (Yup, McMaster <http://www.mcmaster.com> has em. $10.49. P/n 7266K43)
