Rethink that simple inspection in Texas. They put my 83 Westy on a wheel dyno and fussed with various rpms and under load conditions for twenty minutes. The dyno raised (about 18" higher than the front) the rear of my westy that started out idling at 900 rpms and after a few minutes of running the engine at this angle it was chugging along at 400 rpms because the 1/3 cylinders were getting oil overkill. If you're not in a major city the inspections don't even inviolve a tail pipe emissions test.
