I recently used the GoWesty seals and they worked great.

I don't see a problem with the water. The seals are not totally watertight. The water that flows from the luggage carrier through the holes drains out around the edges under the seals. Doesn't seem to create a problem. I'm sure their was no original factory tube system on my '82 Vanagon.
