Use an SPDT (single pole, double-throw) relay. Wire your current fog light relay or switch to the normally-closed contact, then wire the relay coil to the high beam wire. The fog lights will be available any time *except* when the high beams are energized.

That will get you past inspection. For the most flexibility wire an SPST toggle in the wire to the relay coil, turn it on, and put it somewhere your inspector won't find it. Flip it off to kill power to the relay, and you can have your high beams and your fog lights at the same time. :)
