Nope - the pump is activated by a switch in the faucet handle (at least in late model Westies). If you pull the screw out of the top and remove the "handle" you will notice that there are elecrical contacts that will close when turned in the one direction, but not the other.

Speaking of ShurFlo stuff, there is a great replacement unit for the (in my opinion) unusable-when-wet westy faucet. It is about $30 and available from Camping World. It requires a large washer to mount into the large hole left by the original unit, but it allows you to regulate the flow AND use it while you have soapy/wet hands. (Again, credit to Mark Drillock for this discovery)
