At first glance this seems like the way to go...but perhaps you've never driven in Applachian fog. This is a fog so thick that you need to turn OFF the main headlights and use ONLY the fog lights. Otherwise you get blinded from the reflection of the main headlights.

The purpose of the rule is to stop people from blinding other drivers with too many lights on. Of course, off road, you want as much light available so that you can see everything at night. While I haven't done a lot of off road traveling, I do a fair amount of DIRT road traveling (old logging roads, farm roads, fire roads, etc.) where you want to see everything around you.

Sigh.
