you are doing something wrong then. I have a syncro westy that is almost always fully loaded with camping gear and h2o and i routinly get low's 20's. Highway was once measured at 24, but usually 22/23 ish. 1) check your mixture (use an exhaust gas analyzer) 2) check your injectors and fuel pressure 3) check your ecu (swap it out see #6) 4) check your tank for a leak (that should be obvious. Get a canary otherwise) 5) somthing is jacked up (yep) 6) "talk" with peterB (good luck. 35:1 odds currently. 5:1 odds for me.
