Okay, granted, I don't know everything, (don't tell my wife), but I have
never heard of rings "not seating". This sounds fishy. If the cylinders
are glazed, that is PURELY the builder's fault for not honing them
properly, and you are due some $$ and some serious kissing up.
But glazed cylinders wouldn't (IMHO) explain burning a gallon of oil
between oil changes; perhaps the cylinders were so glazed that the rings
never seated?? I just think that's unlikely to cause this serious an oil
control issue on a brand new motor. I'm wayyyyy open to other opinions
though..

Either the rings didn't seat or the cylinders are glazed are his best
guesses. No way to tell without pulling the engine down.
