Jeff,

If you look inside the flexible conduit, the thickness and wire mesh inner diameter indicates construction to muffle sound.

I can report that it makes a noticeable difference at highway speeds to have this intake muffling on a Diesel. As an alternative, even a straight rubber radiator hose with a 90 degree elbow at top, running up to the vent helps.

I also prefer to run with the sheet metal undercover with foam sound blocks to reduce engine noise.
