Subject:      mounting fog lamps on a Carat/fiberglass bumper?

Want to mount two large round fog lamps on top of the fiberglass/plastic bumper of my '90 Carat. If I were using the lamps strictlyas fog lamps, I would mount a pair of rectangular ones under the bumper but I use them mainly for lighting up the road just ahead of the van especially on dark rainy nights. I also have two that are too large for mounting under the bumper.

They seem to fit perfectly on each side of the grill. If I mount them directly on the fiberglass/plastic surface, it seems that they would vibrate since this (non-metal) fiberglass/plastic  bumper isn't exactly rigid. Mounting directly to the metal bumper frame seems ideal, but it's an inch or two below the fiberglass/plastic top and the lamp's mounting bolt doesn't even touch the metal bumper frame.

Any easy solution short of fabricating a metal spacer of some sort to fit between the fiberglass/plastic top and the metal bumper frame?
