I don't have any technical advice to offer, just an observation. Here in
Utah, there is a limit as to how much you are required to spend in order
to pass the smog test. I would expect most state would have something
similar.

If I have to spend more than $250 for parts on my 81 to pass and it still
fails, I can apply for a waiver to allow me to skip the test.

Don't know how much you've spent, or if your state has such a deal, but I
thought I might point it out. I assumed it was a lot higher than that, but
was suprised to find it to be reasonable.

Just a thought.

Good luck, this emissions and safety stuff is a total pile of governmental
bull cookies.....
