Perhaps you didn't live in Los Angeles during the 60s. The emissions stuff was DIRECTLY responsible for cutting down the smog.

As to the safety stuff, well, you haven't driven behind a truck when it decides to lose the tread on a tire. Recent survey have demonstrated that 40% of all trucks on Virginia roads will fail one or more safety check (tires and brakes being the most common failures.)

I have no problem with the safety checks. It's a royal pain to be sure, but there is a little reassurance that other vehicles licensed in my state are relatively up to date on brakes, lights, tires...
