When your lever does this it is because you are trying to push the wire back through the casing, every time you try further weakens the wire rod and after enough failures it is useless. DONT CONTINUE TO FORCE THE LEVER You must remove the instrument panel and ashtray and get in there and realign/oil the rod where it is pushed into the casing. Ideally it needs a straight shot at its' most extended position since a slight misalignment is amplified through the distance of the open lever position. When it is closed of course the alignment is irrelevant because the hinge is then closest to the casing.

You may also need to remove the spare tire and repair the valve if it is stiff.
