Yes, the dash must come out. It is long procedure but not technically challenging. Procedure is in the archives.

Unless you find that you like the procedure, I'd put all NEW parts back in.

You will have to CRACK the plastic heat weld housing seams for the heater blower motor apart and you will then need special VW clips to get it to stay together, I'd suggest getting the clips before starting the project. Malcolm
