Should be under the carpet on the drivers side of the van.  If you look
at the edge of the carpet nearest the door just under the dash, you
should see a plastic retainer that holds the carpet up.  Pull the
carpet loose, and fold it back.  The cap you see on the floor is the
fill for the windshield washer.
