I think it's more of a switch issue. While following a friend who was driving my van, I noticed that during light brake applications the brake lights have a tendancy to flicker. I suspect yours are doing the same thing, and the constant making/breaking of the contacts is causing a bit of arcing that's causing the static. I don't know of a fix, though new brake light switches might do it.
