Buying an engine and passing smog are 2 related, yet different animals. A
rebuilder can sell you a motor with great compression, oil pressure, etc.,
and then the new owner of the motor can put on old crappy FI or carburetor
parts, not tune them right, never have the exhaust gas analyzed, ball park
the timing, adjust the valves incorrectly, and low and behold there is a
motor that will not pass smog......first thing buyer of motor does is call
the rebuilder and raise hell.........
