I can understand why your local buyer "lowballed" you. Several times, including some occasions when I was buying parts for my Vanagon, I have been outbid by a (0) feedback. Then, after the auction closed, I was contacted by the seller and asked if I wanted the item, since the high bidder had stiffed the seller. Since this is how shill bidding works, I always refuse. The crooked seller uses a fake, new account to run up the bid to find my max, then says the high bidder stiffed him and wants to sell it to me. Sure, some of these occurances are probably legit, but most aren't, so I just say, "no."
