I purchased my Westy out of state (it was in Texas, I am in Virginia) by
having a third party (my uncle) who lives in TX inspect, test drive, hand
over my money order for, and take possession of the van.  He then was able to
mail me the title and a signed bill of sale that I was able to take to my DMV
and use to register the van, get plates, etc.  Before going to DMV I also had
it added to my insurance.  Drove home totally legal.
