On a SYNCRO locking gas gap the lock cylinder is relatively easy to remove.
It is held in place by a metal pin at the bottom of the red cylindrical
section. Tap the pin out, and the lock cylinder falls right out. The key tabs
(I believe they are normally called lock "pins") are of varying lengths with
their holes corresponding to the appropriate placement on your key. They have
a very small spring holding them in relative position and to provide the
"springiness" when you insert your key into the lock cylinder.

As I recall from the design, it might allow for air to ENTER through the
cylinder, but should be much harder for air to exit. If your key pins are
gummy there might not be any air flow coming through the lock cylinder.

In Virginia (at least) part of the emissions testing is checking the sealing
capabilities of your gas cap. Hence, I expect it isn't supposed to be part of
the system that allows air to enter your gas tank.
