This appears to be a variation (marketed to a larger group) of the self-fusing tape. Self-fusing tape is wonderful stuff as...unlike regular electrical tape...when you use it, it creates a homogeneous mass that is akin to the original insulation on the wire.

My understanding is that self-fusing tape is available in a variety of colors, though I have only been able to find it in black. (hmm, very Henry Fordish if I must say...)
