I would design them to hold the water, like the other after-market mats. You know the ones that hold a cup of coffee...

More (winter) water in the "step" may increase rust problems. The (salt laden) water gets in under the rubber mat and sits there just to be ground in by each step on the step. You might want to think again about channelling more (winter, salt) water down there. Just m2cw. M
