My '91 Westy did that. Turned from a rubbing to a light grinding. I took off the steering wheel so I could get to the underside of it, where it "rubs" on the metal tabs that make contact for canceling the turn signal, etc. There was copper/metal flakes in the column under the steering wheel so I greased the metal underside of the steering wheel and put it back on. Voila! No rubbing noise and all worked well.
