I'm sorry for wasting bandwidth on this topic. I'll avoid this thread after
this one posting...
Once those containers have failed an inspection they are abandoned. They're
not going to be re-used by any cargo company, and no forwarders are going
to waste space on board their vessels to haul an un-usable container back
to the states for scrap.
I would expect that the people collecting the $500 or whatever amount for
it are not employees of the shipping company, but in fact locals who offer
to get the containers out of the way of the harbor.
