Here's my two cents. I did not investigate this with any government agencies
but I did ask Ben & Ed from Overland about this specifically. The short
version is CARB (California Air Resources Board) "..."loves the conversion"

I am going to cc this reply to Overland. Perhaps they can respond to this
themselves.
