Typical from lack of maintenance. The shaft has rusted. Use a small, sharp chisel and hammer to break it apart to remove it. Use some emory cloth to clean off the rust. Put a light film of oil on the shaft. Install the new rotor. Pull the rotor to inspect and clean the shaft every time you pull the plugs to prevent this in the future.
