       Bill, I refurbish the Westy propane tanks for a lot of my customers.  
First thing to do is remove the damn data tag and check how much 
deterioration there is beneath it.  The wall thickness is 1/4" if the surface 
deformation in the area where the tag was after being cleaned well is 1/8" or 
less then I would recommend refurbishing the tank.  Other wise get a new one. 
 To refurbish tank should be sand blasted, sprayed with rust converter, epoxy 
primered, rockerguarded then top coated with good quality epoxy paint.
