No.

There are two possibilities.

The german T3 are equipped with a rear fog light, or with both front and rear foglights.

If only the rear is present, the wire from the headlight switch (pin "NSL") goes directly to the fog switch (grey/yellow) and from there via the fuse to the rear taillight assembly. No relay is used.

If also the front foglights are present, the grey/yellow wire is not installed, but the relay is installed in pos.7 of the fuse block (see previous posting).

So the headlight switch is always connected with pos7 of the fuse panel, but this position is only equipped with a relay if front foglights are used. Otherwise the relay is missing and the foglight switch is powered directly by the headlight switch.
