you are correct on that. i checked the actual parts cross ref and it comes up blank. I am very confused on this one. I have never seen VW do a change out like that. The listing i was looking at is a generalized vanagon list but when i went to the specific year it only shows the big filter and not the little one. This also doesnt make any sense.
