Possibly you folks aren't shifting your gearbox properly. I run 3rd gear out to 55 mph and that is 4,000 Rpms. At that velocity it quickly climbs to 65-70 rather quickly. If you engine is going flat (loss of power) at below 3500 rpms, I'd suspect that the rebuilder stuck your old worn out cam back in. Peak power for my 83 Air Cooled Type IV engine is 2400 - 3500 rpms seems to be the best power range. After speed is reached (70 mph at 3300 rpms) it will still respond pretty good. If your AFM is tuned down lean to pass the state inspection you may just be running out of the fuel to run harder. The altitude you operate is also a factor if you're over 5,000 feet, otherwise it shouldn't make much difference.
