I'd worry about your ability to title this one. If the previous owner abandoned it will you be able to get a clear title? It'd suck to buy it and put work into it and then not be able to register it...

The "surface rust" in the seams is probably not really surface rust. It's probably rusting from deep inside the seams. It's not going to come apart tomorrow or anything, but it will probably always come back no matter how hard you try to repair it.
