Looks can be deceiving. While the thermostat looks good to me, the only way to tell for sure is to place it in a pot of water, heat the water gradually and, using a calibrated thermometer, note at what temperature the thermostat begins to open.

George PS: It looks like that thermostat might have been the one which Stant offers for Vanagons. While it fits the diameter of the housing, the valve disc on its bottom is much too large to seat properly.
