Maybe it's meant for noise/vibration isolation, instead?

Why not just inspect them? Keep in mind that if they fail, it'll almost certainly be in a parking lot somewhere, since the torque you apply to the steering wheel is highest at low speeds.

The Super Beetles used U-joints in the steering column and they were failure-prone, too.
