here is something daniel stern wrote to me regarding the different bulbs for H4 E-code lamps:

"[of the following three bulbs: Standard 60/55W H4, High-Efficiency 60/55W H4, or Super High Efficiency 60/55W H4, the] Best idea is 60/55w Super High Efficiency, close second is 60/55w High Efficiency. 100/80 or 100/90 is too bright for other drivers on low beam unless the lamps are aimed way down (and then your seeing range is geometrically limited). Best to have civilized low beam wattage and aim them properly. 60/55W Super High Efficiency bulbs (made in Germany, like the other bulbs I sell, and with proper CLEAR glass...just say NO to any kind of blue bulb!) are really quite something."

we had this discussion a bit on sunday when i dropped SA parts to buyers in San Francisco. doing either the relay upgrade (with the old headlights) or just the new headlights (with the old wiring) will lead to an improvement (more likely better to get new headlights/bulbs for their pattern and color). doing both will lead to a great improvement. i am doing both.
