POR-15 will break down in sunlight unless it is coated with some sort of UV inhibiter. You could spray them with a good quality flat or semi gloss black automotive paint. Go Westy sells stainless steel replacement sets for the luggage rack tie downs. I suspect that you could probably find similar hardware at a decent marine supply.
