I thought the same as you, Malcom.

No joke ... Same on both 1.9s I have ... one with a new cap. The "Flow" is actually more of a dribble but does fool one trying to top off the radiator. The level at the radiator slowly recedes and if pursued long enough .... inspection of the overflow tank shows that it is then overfilled and maybe overflowing.
