Check the throttle switch adjustment per Bentley.

This could be a vacuum leak or mixture set too lean or temp sensor out of spec or fuel pressure issue or poor oxy responce or....... It's takes more than a "tune up" mentality to sort this out objectively with a few test observations all as given in Bentley.
